I just got a 1/8 cello for my daughter through Johnson in MA. They UPS delivered it to me - I couldn't find anything less than 1/2 in my area and I'm 15 miles west of NYC.

It came in a few days, the price was reasonable and it's a good instrument. Your daughter will most likely need a 3/4 to full size cello which should be easier to find locally. If you're near Bethlehem contact Moravian College as a resource for instruments and teachers.
