Some very good advice just given below. But several other good sources for teacher references are the local string instrument shops and the local youth orchestras. You will probably find the shops have lists of the teachers/pros in the area and the youth orchestras will have their students. It is lots of leg work, but its a bit like finding good workmen-check out their work with people who have had work done and see if they are satisfied and recommend them. And let us know on the board where you are going, as there is sure to be someone in the ICS who knows one or more cellist/teacher in the city you are moving to, especially if it is a fairly large city.
