I like it too, esp. the second movement. It's really neat that Yo Yo put it with the Dvorak, kinda like hiding healthy vegetables in a greasy taco, you know? I mean, everyone buys it for the Dvorak, but then they get around to listening to Herbert too, and they might like it.
I think it's really hard, but that's just from looking at the ICS repetoire list. It lists Herbert on the same difficulty as stuff like Shostakovich #2 and Prokofief Symphony-Concertante.
